Hermione's original plan was for them to conduct the first S.D.A. enrollment at the Hog's Head pub in Hogsmeade.
Since Hogwarts students and professors rarely go to the Hog's Head, it's the perfect place to discuss things that violate school rules.
But she had clearly overlooked the fact that Hogwarts was already on Easter break. This meant that exams were just around the corner, and at such a crucial time, there was virtually no possibility of Hogsmeade Week.

In his plan, Fred and George were supposed to be the ones to "tell on him," so what would happen if they couldn't say anything?
"Don't worry, we made an excuse and left when he took out that piece of paper," Fred said.
"And we've already made it clear that we won't be attending the first class tomorrow," George said.
"In addition, we provided the secret passage, so Cedric always believed that we could be trusted and did not force us to sign as well."

As they got closer, they discovered that Hermione and the others were discussing who should teach the first class.
Xilun was originally the best choice; his status as a warrior in the Triwizard Tournament was the best calling card.
Next up are Cedric and Harry, one the president of the boys' council and the other the famous Savior, both equally renowned.
Ron is definitely going to choose Harry, but Hermione thinks Cedric is more suitable, and the two are arguing fiercely.
Harry was inclined to side with Hermione, since he himself had no experience as a professor and wanted to observe first, but Ron, who had already caused a ruckus, simply ignored him.
When the three men from Xilun came over, they provided him with the perfect excuse.
